4 years of USPA: events, facts, trends

The Ukrainian Sea Ports Authority (USPA) was established in Ukraine four years ago. The main goal of creating a new state enterprise was the division of economic and administrative functions. All strategic port assets were transferred to the USPA balance: berths, water areas, channels to which equal access should be provided as for state as well as for private stevedores. 18 separate branches were established in the Ukrainian ports. All port dues were transferred to the USPA accounts so that it could correctly allocate funds in accordance with the port development strategy and government policy of industry management.

«The establishment of the USPA was the starting point in the maritime industry reform. The reform should have been not 4 years ago, but 20 years earlier. Ukraine would have a completely different situation in the ports, especially in terms of working with investors. This is the main mistake of the predecessors,» said Raivis Veckagans, the current Head of the Ukrainian Sea Ports Authority, to the CTS, adding: «It is unworthily of me to discuss the flaws of the USPA management from June 2017. Such nuance as unfair separating balances leads today to land confusion, but at the time of the USPA creation, the task of not letting down the economy of newly created enterprises was more important than the purity of the process, because many state ports did not exist on account of stevedoring activity, but port dues. Yes, there were many good projects that were never finished, but „stalled“ at a certain stage for various reasons. The pace of renewing the infrastructure could be more dynamic … But there were achievements too, such as creation of team, introduction of information systems and registers that systematize a wide range of data on port performance, simplification of the procedures for vessels handling, and point projects for dredging and repairing the port infrastructure. My task is to be a hundred times more efficient and continue the reform of the maritime industry. We are aiming to show a new quality of Ukrainian ports work — without corruption, with large-scale investment projects, favorable conditions for shippers and port workers, with new international partners, as transparent as possible. We are doing well according to the projects that have been launched this year».
