“Tenders for dredging in Yuzhny port were transparent, without any complaints” – Volodymyr Omelyan

Minister of Infrastructure, Volodymyr Omelyan, during his business trip to Odessa, said that two tenders for dredging in Yuzhny port were transparent, top world companies specializing in these kind of work took part in bidding. «The new management staff of the Ukrainian Sea Ports Authority cooperates with the business and consultations with the business community are always held before the decision-making. Two tenders for dredging, which were recently held in Yuzhny port, were carried out in that way. We have written out all tender requirements jointly with the European Business Association and the American Chamber of Commerce. We attracted the world's leading companies working in the field of dredging to participate in this tender.

None of the companies had complaints. According to preliminary estimates, we saved at least 400 million UAH for the budget. I hope the relevant agreements will be signed by May 20th» – said the Minister.

Volodymyr Omelyan also said that USPA plans to allocate funds for repair of hydraulic structures in 4 or 5 ports. «This has never been done in Ukraine. Unfortunately, the USPA has been a cash cow as for the government as well as for individuals for many years. Starting from this year, we have pledged funds for hydraulic engineering, we will do our best to attract the world's largest private port operators. It is strange to see resistance regarding allowing companies entry the market, as they create additional jobs. DP World, Hutchison Ports plans not only to rent the capacities of state-owned enterprises, but also to develop territories, the processing of raw materials, the export of value-added products from Ukraine, and the generation of profits in Ukraine. This has never been done,» – said the Minister of Infrastructure. «We want to make sure that our country is investment-attractive; as a result, Ukrainian people will have the opportunity to get jobs in high-tech industries.»

Currently, the USPA is implementing two independent dredging projects at Yuzhny port. There is the dredging of the approach channel and the water area at the berths № 5–6 as part of the project. The next stage of works will be bringing the depth to 21 m. The contractor is China Harbor Engineering Company Ltd that was determined during the tender.

The cost of the project is 586.045 million UAH, which is 253.560 million UAH less than the expected cost. According to the requirements of the law, the agreement between the parties must be signed before the end of May 2017. Terms of the project – 2017–2019.

The second project anticipates the creation of water approaches with a depth of 19 m and an operating water area with a depth of 16 m near berth № 25. New capacities will ensure the operation of one of the largest grain loading complexes in Ukraine, which is being built by Cargill. The agreement with the contractor, China Harbor Engineering Company Ltd, will also be signed in May 2017. The cost of the project is 1,064 billion UAH., it is planned that the work will be completed in March 2018.
