Cabinet Renames Two Ports

The Cabinet of Ministers has adopted a resolution that changes the names of the Illichivsk seaport and the Oktiabrsk specialized seaport. The resolution No. 46 is dated 25 January 2017. The Cabinet of Ministers resolution, which is entitled «On Renaming the Illichivsk Seaport and the Oktiabrsk Specialized Seaport,» renamed the Illichivsk seaport as the Chornomorsk seaport and the Oktiabrsk specialized seaport as the Olvia specialized seaport. In addition, the resolution made the relevant changes to the government acts containing the names of these seaports.

“World’s leading port operators are interested in Ukrainian market”- Volodymyr Omelyan

On October 13, 2016 Ukraine will be visited by the Chief Executive Officer and Chairman of the Board of Directors of «DP World» Sultan Ahmed Bin Sulayem, also there will be negotiations with the leadership of «Hutchison Ports»,— said the Minister of Infrastructure of Ukraine Volodymyr Omelyan, on October 9, 2016. “Ukraine will be visited by the Chief Executive Officer and Chairman of the Board of Directors of «DP World» Sultan Ahmed Bin Sulayemon October 13, 2016. Currently, the company operates 77 marine and inland terminals supported by over 50 related businesses in 40 countries across six continents and is one of the world's largest port operators. The company employs 37 000 employees from over 110 countries. Also on October, 13, there will be negotiations with the leadership of «Hutchison Ports», one of the world’s leading port operators, which has ports in 25 countries with a staff of over 30 000 people. Both visits will have substantive interest and we look forward to its soonest entering the Ukrainian market”,— said Volodymyr Omelyan.

Poroshenko intends to ease exorbitant port fees, access to berths

Ukrainian President Petro Poroshenko has said that he plans jointly with Ukraine's Cabinet of Ministers to resolve the problem of exorbitant port fees at Ukrainian seaports and access to berths. «Despite positive trends in the Ukrainian economy and investment climate, unfortunately, investors still have to face obstacles, for example, exorbitant port fees that make Ukrainian ports less competitive,» he said during the launch of a handling complex of U. S. Bunge at Mykolaiv seaport on Wednesday. The second problematic issue is the provision of access to berths as strategic facilities and the creation of conditions for transferring them to the use of investors, the president said. «I am sure that soon we jointly with the government would resolve these issues. I promise investors that I would do my best to provide for political and economic stability in Ukraine,» Poroshenko said.

In our previous notification below, we were happy to report that in all Ukrainian ports, except for Nikolaev region, the practice of ecological inspectors raiding and attacking the ships to check-up on the segregated ballast was almost over. This was true till the 11 August 2016. Within just 3 days, we have been informed about 2 cases of impudent fraud in Odessa and Ilyichevsk ports when ecological inspectors tried to make the Masters of the foreign ships give them samples of segregated ballast. In both cases the Masters refused but the inspector attempted to intimidate them by threatening to come back with the police. Of course, these threats were sheer bluffing and blackmail as such actions of the ecological inspectors contradict legislation of Ukraine. Hereby we would like to warn all interested parties against “dirty” methods of the ecological inspectors, racketing in the Ukrainian ports, who attempt various means and devise tactics to get to the ballast tanks of the ships and keep their usual sources of profit. We would ask the Masters of the ships NOT to allow the ecological inspectors to take samples of the ballast. Nor to submit any ship’s documentation on the ballast operation to them. In case of any conflict with or threats from the ecological inspectors please inform the P&I Correspondent, as well as the ship’s Agent, immediately.

International Transport Week 2016

From May 31 till June 3 2016 the International Transport Week will take place in the city of Odessa (Ukraine). This traditional annual event provides a series of events on transport issues in the context of implementation of the Association Agreement and reforms in the transport sector. In the framework of the International Transport Week 2016 it is planned to conduct the International Forum “Trade, transport, customs: dialogue, cooperation, coordination”. This Forum will become the main opening event of the International Transport Week. The discussion during the Forum will be held on the following topics: “The positive effect of the coordinated interaction of highly developed transport communications and trade flow management” and «Sectoral dialogue: modern understanding of the transport sector and mobility». Moreover, on June 1, 2016 within the International Transport Week Ukraine as a Chair-country, is honored to host the 12th Annual Meeting of the Intergovernmental Commission TRACECA. On June 2, 2016 the round table “The Association Agreement between Ukraine, on the one hand, and EU, European Atomic Energy Community and their member states, on the other hand, as a main engine of transport sector modernization in Ukraine” will be held. It is expected to have a fruitful discussion on the development of practical solutions regarding the effectiveness of the transport system maintenance, including trends in the international economy and their influence on the transport efficiency, implementation of innovate technologies in operation of freight transportations and finding new logistic solutions. Also, within the framework of the International Transport Week following events are scheduled: — Session of the Heads of Agencies Responsible for Transport Development in the Member-States of GUAM (31.05.2016). — Round Table with EU and UNECE on the Development of Intermodal Transport in Ukraine (01.06.2016). — Workshop “International Maritime Transport within the Free Trade Area Implementation with EU” (02.06.2016)
